Noether Ship Shield upgrade

Trying out the B format for the zoltan ship, and to upgrade to get a total of 2 shield bars is 100. pretty sure its bugged

It's not bugged. It's to make getting working shields difficult. It's cheaper than buying the whole system outright.

I believe this is actually correct, to make the shields "accessible" but still expensive; that is, you don't have to find shields in a store to get access to them, but they're still quite expensive. You're meant to rely upon the Zoltan Shield for a while until you can earn some more scrap.

It's a feature, like the mantis type B costing 100 to get a second level onto weapons.
