Shields upgrade bug in Zoltan Cruiser Layout B
Bug with the first Shield upgrade on that ship - It costs 100 scrap instead of 10.

That's not a bug. It's an intentional balance choice for that ship. The Mantis ship has a similar restriction on upgrading its weapon system past 1. It's to encourage you to successfully take advantage of your Energy Shield. Many people have found that to be one of the best ships to play, so just save up your scrap if you're eager to get the shield system upgraded ASAP
