You're going to want to adjust the weapon mount points in ship_name.xml. Look, dude. You clearly loaded a vanilla ship into FTLShipEdit, changed a few numbers, clicked "Export", and released it.
This is incredibly lazy work. This ship has no gibs and no weapon mount points. You didn't bother to delete the /img folder, which is empty. circle_cruiser.xml is a skeleton. circle_cruiser.txt is a straight copy of vanilla. You have literally changed ~20 characters in blueprints.xml (weapons, drones, and system/reactor power) - and that's it.
I'm trying not to judge too harshly, but next time I'd code twice, release once, if you catch my drift.
