Okay I've tried just about every solution listed here and none of it seems to work. Here's my setup and the steps I've taken:

Windows 7
Radeon HD 6770M
8gb Ram

I've uninstalled my graphics driver and reinstalled the latest version. I've tried playing the game in every windowed/full screen mode. I've tried altering the performance vs. quality balance for gaming in the AMD Catalyst Control center... Nothing seems to work. This is frustrating especially since I just spent the $10 to play the game, only to find it completely unplayable with a frame-rate that makes the mouse jump half way across the screen.

What else can I try?

It's also worth noting that the frame rate issue isn't limited to the movement of the mouse. The entire game runs at a sluggish rate.

Okay, I think I found another work around. This might only be for people who downloaded off of Steam and with a similar graphics setup to mine (switchable graphics card), but I realized that you cannot directly affect the graphic performance of the game through shortcut locations. The only way the graphics card will recognize customized performance changes is when you load the game directly from the spot it's saved on your computer (Which will be C:/programfiles(x86)/steam/steamapps/common/FTL Faster than Light if you bought it from steam). It's not perfect, but I was able to max out my performance settings for the game at this location via the AMD Radeon Catalyst Command Switchable Graphics options. There is still some lag, but it's somewhat playable.

That's quite an important information. Did you try to force usage of one of the graphics cards, disabling the other?

AMD doesn't give you that choice through their Catalyst Control Center interface. I'd have to manually do that and it would just be a pain to have my computer running at high performance at all times needlessly. This does make me pretty much entirely sure this isn't a matter of a need to turbocharge the graphics in order to normalize the framerate of a 2D game than it is a compatibility issue.
