subsystems dont use reactor power, so putting a zoltan there is wasteful.

Its just like a bonus energy bar for the room he wents in. If this system is fully charged and he wents in, then you get one energy bar to put on other systems, but if its not, then the zoltan just puts his energy in that system
for example:
case A:
Engines: 3/3
free energy: 0
after walking into the engine room:
Engines: 3/3 (one is yellow)
free Energy: 1
Case B:
Engines 2/3
free energy: 0
after walking in:
Engines: 3/3
free Energy: 0
and if he leaves a room, then the system automatically tries to compensate the lost energy with free power (but i'm not sure about it. I'll test it after my actual run^^)

But you should be carefull by putting some of them into Shield or weapons while it can cause problems if you need to take them somewhere else
