But I am trying to figure out how to change the mod so the delay is 9 in the first sector (working as intended) and 4 in the 2nd, then not effecting anything after that.
I haven't found the guide/tool for editing the .ftl file type.
Directions please?

The main problem is what you're proposing itself. There are two options on how to go about this. The easiest option is to modify all sectors after the first to delay the fleet by 4 jumps. This is because you could get any sector on Exit Beacon Jump #2 so all of them need to be accounted for.
The harder option is to create an event for it at each sector entrance so you can choose to delay the fleet by 4 jumps or go on ahead and trust players to be honest not to use it after Sector 2.
