1) First uinstall driver ati (all)
2) Download http://www2.ati.com/drivers/12-8_vista_ ... dd_ccc.exe

I'm suffering the same problems.  I can play Skyrim, but I can't play FTL.  AMD Phenom II quad with a fairly large heatsink (somebody mentioned overheating), installed to SSD, with AMD 6950.  This is on a desktop, processor usage for FTL hits about 25%.  I can barely move my mouse, the act of jumping takes about 3 minutes because it's so slow.  I bought the steam version.  I'm reinstalling drivers, but like I said, Skyrim works maxed out.  Honestly, if that works, I don't think that the drivers are improperly installed.

Radeon 4600HD here with same problem. I was running the release preview of Win 8. Reverted back to Win 7 today and all is working a-ok again. I'm not smart enough to know what this means and a wipe and reinstall is a very extreme solution but hopefully the egg heads on the forum can figure something out.

mhomami, AMD dropped Radeon 4XXX  support for Windows 8, that's why you might have been having troubles. Would explain why that now you're back to Windows 7 it's ok.
