[TOOL REQUEST] Mod Creation Tool

I have been looking all over for something even remotely similar to this, but have not found anything. I would love to see a mod creator that has the ability to, at an absolute minimum, be capable of creating multiple ships and weapons and exporting them as a single .ftl file. Bonus points for one that can also edit systems and create drones and events.
