Your Mantis General's Fighter is not a working mod, so it belongs here.
Each ship you make has to be functional before you can put a post in the "Working Mods" forum. Anything that is not working belongs here. In fact, unless you are asking for help or showing something specific you don't even need to post here. Once you have the ship ready to play, just put it up in Working Mods.

Besides, no screenshots...
A new forum rule will be great, all the mods that are not including some essential screenshots of the mod, will not be allowed or will be moved in mod development (even if the mod is functional xD).

It's something anybody posting their mod should do automatically. Rather than quickly post "I got one!" (even if that is sometimes a natural feeling), it's better in the long run to test the mod for errors, maybe release a beta, or if you are confident you did a good job, then present the result with a tidy post including screenshots and relevant info/details. It's a nice touch at least, and a bitching screenshot will at least keep viewers interested for a while.
A mod as beloved as Infinite Space was never actually posted in Working Mods (unles i'm horribly mistaken) and several other TC mods took a long time to reach a well polished state and were WIPs. There is no shame whatsoever in not having a completed mod, but it's inapropriate to call it complete and working when it's not and it's not going to help anyone's modding reputation to release buggy mods for people to patch their games with.
But as far as this being an acual rule... no, it's not a rule really just common sense or etiquette. Mods that look inferior or unfinished are usually ignored so posting before you're ready is just something to avoid. All staff members on the forum dislike enforcing, policing or otherwise fixing what isnt broken (you will usually not ever hear shit from a moderator unless you violated the rule). It often happens that the title of the Working Mods forum is completely ignored by someone. Recently though it's kinda happened a bunch of times so i decided to post something more like a reminder rather than an actual rule.
There's only one rule: Don't be a jerk. All other "rules" and guidelines reflect the community and it's standards. I'd like to see less posting of unfinished or unready stuff in Working Mods, but getting anal or oficious about it will not change anything. Force is useless, but persuasion might work.
