[REQUEST] a 5:4 aspect ratio mod?
Would require shifting of the UI and new backgrounds, but that seems like it wouldn't be too hard, however I know nothing about modding this game, so someone please correct me if I'm wrong.

Short answer: You're wrong.
Slightly longer answer: there's a limited number of ways the game can be modded, via its .XML scripts in data.dat and the graphic / audio / font stuff in resource.dat
Neither of these can be altered for the effect you're requesting. We can change GUI appearance, but not layout.
