Currently on a laptop using ATI Mobility Radeon HD 6490m graphics. Updating it to the latest driver had no effect on the FPS.
Rescue me please.

You are not the only one experiencing problems with a 6490m video card. I don't have a solution for you now but I just wanted to let you know I'm on looking into it

I have a similar problem, slow framerate, and the moving the mouse is nearly impossible because it is sooo lagged. I have a fast gaming machine running a nvidia GTX295 on windows8.

I too am on windows 8. However, I'm using an integrated chipset so I have no idea where to find vsync (if I can at all without drivers). It makes me sad because I've been so hyped about this game.

JMCizzle: Some people have been fixing the issue by forcing V-Sync (also labelled "Vertical Refresh) ON within their Catalyst Control Center. You should be able to find that in "3D Application Settings" or something similar.
Windows 8 has caused problems for a few of the Beta testers which is why we didn't officially list it as a supported operating system. That said, many of them were able to get it to work. Z
zerostar, what drivers do you have installed? You could try to update to the Beta video drivers for your card here: http://www.nvidia.com/Download/Find.aspx?lang=en-us
crazymtgplayer, there should be an "Intel Control Panel" that allows you to modify some video settings for your integrated card. Like zerostar, I'd also recommend you verify you have the most up to date drivers for Windows 8 as posssible.

I'm on Windows 7 but forcing V-sync both on and off hasn't resolved it.

Not sure if it helps but if I alt tab the game while having this extreme mouse lag/fps drops it pins my mouse in the upper left corner of my screen as well. No matter how fast I move the mouse it wont move but a few inches then return to its corner.
Edit 1: Also, can't set 1600x900 as a resolution in the settings.ini

I've got the same graphics card and I had the same problem. But after several hours (and many install/uninstall/restart/black screen/etc..) I found a solution, which work on my laptop (HP Pavillon dv6-6157f).
* Uninstall Catalyst Control center
* Restart
* Download Driver Sweeper, Run it and Delete all AMD's files
* Restart
* Download Graphic card driver from your pc constructor's site !!! (very important)
* Run it
* Restart
* Open Catalyst Control Center (avanced mode) and activate vertical refresh.
It worked for me when I already tried all other solutions and I had no hope.
Here, the driver I downloaded. May be it will work for you too.
