The Zoltan cruiser is over powered at the start of the game, but underpowered at the middle...
The shield upgrades on the B are really expensive, so you have to finish your opponents quickly or your doomed, the A has better shields but once you hit enemies with two shields your weapons are screwed. So both ships start easy but need upgrades quickly or midgame you will quickly get out of your depth.
Furthermore the design of the ships can hamper fighting boarders and your crew are week in combat.
I have to say though that if you upgrade them constantly and get new crew in they do stay as good ships.

I must confess it is true. event TYPE B is kinda OP. I got lucky enough to loot a Ion Burst II and went through the whole playthrough with just the Pike Beam as a damaging weapon. And i won fairly easily.
That shield, along with the all-mighty beam/ion combination makes the Zoltan cruiser a pure beast.

I have a suspicion that the Zoltan (A or B) is by far the easiest ship to play with. I say this because their initial shield, combined with an early to mid-game cloak, and any decent weaponry allows you to stave-off taking hull damage, which means that you won't be spending scrap on repairs. That extra scrap can be put into better evade, or saved for better weapons, etc.
No repair bills = winning.

I think the Zoltan shield is easily comparable with the cloaking system as well as being one of the better features of any ship.
Cloaking, the Zoltan shield, and the weapon pre-igniter all serve as or have the ability to serve as a method to deal the first strike in a fight. The Zoltan shield is the most powerful in the beginning of the game because it's free and most likely the only one you'll get in the first or second sector. After that it becomes the weakest as cloak is upgraded and one can actually afford the pre-igniter and pair it with decent weapons; not to mention asteroid fields, drones and beam weapons.
In any case, all three systems combined create one of the most effective strategies in the game, namely getting off three or more volleys before the enemy can get one to or through your actual system shields. Even mediocre weapons with this advantage will cripple all ships before they have a chance to deal damage.
Back to the topic at hand, yes, I agree that the Zoltan cruisers are some of the best ships around or at least certainly the most forgiving when you just want to destroy ships to the end of the game.
