Enemy repair progress doesnt affected by damage
I dont know is it by design or not but it is strange looking anyway. After suffering 4 damage to the already destroyed bridge 0.5 seconds later enemy ship repairs it and jumps away. And another thing i noticed enemy burst laser II hits multiple locations instead of one as player variant does.

The bridge only needs one level of repairs to be able to jump away. If there were several engi at the task, it is possible the repair was just that fast. I've certainly seen them bright an engine back to life with impressive speed.

They repaired it in 0.5-1 second After 4 damage was done - it clearly indicates 4 damage is not affected repair progress. 2 Engys cant repair bridge in 1 second do they?

I think they only need to repair one of the four damages to be able to get away.

The question really is, when you damage a system that is red (i.e. completely damaged), does the new damage have any effect? My suspicion is that no, it doesn't; the "progress towards being repaired" track is not affected by incoming damage. Damage simply removes bars from the system, but if it's already out of bars, then nothing happens. Presumably the same rule applies to the player ship, but enemy weapons are so scattershot that it's hard to observe in practice.
And yeah, this means that it's impossible to keep an enemy ship from getting their cockpit back online.
