WIN7 - "Fullscreen stretched" doesn't stretch at all

When I select "fullscreen - stretched" there's no difference to "fullscreen - black borders". I always get the thick black borders on each side and it won't stretch

Steam-Version 1.01, Nvidia /w latest drivers, 60Hz 1080p LCD (run of the mill).
