Are mini-beams obtainable?

I have never seen a Mini-Beam offered up as surrender, in a shop, or anywhere, except installed on enemy ships and the Stealth Cruiser. So is it obtainable?

Some things cannot be bought, like the Mini-Beam, Heavy Pierce and Basic Laser.

Aw, they should. If it's such a "Cheap" laser, why not.

I vaguely remember finding a pierce laser somewhere
