It took me a moment to realize he was talking about an ingame event where you find a bunch of six-legged horses. You can either attempt to communicate peacefully, which either does nothing or nets you an engie crewmember. You can attempt to put them in your cargo and sell them. (This results in either nothing or a crew member getting killed.) Or you can just leave.

This is a nice, but pretty stupid event because the only reason not to pick option 1 is if you have a blue option, which gurantees a new crewmember.
