Which systems would they be? Is it "Drone Control" that I need to deploy the two drones I have (Combat drone mk1 + Sys. rep drone). I have drone parts and I've tried taking power away from one thing then going into ship menu but get the same message so I guess it's not that I need power.

Yes. You need to buy a Drone Control system before you can use Drones.

Although I wouldn't recommend it. Buy Hacking instead. Much more useful and you can sell those drone schematics for Scrap so you can buy useful things like Teleporters and Cloaking.
