"Package Deals" from stores

You know how, when you buy a drone system from a store, it comes prepackaged with a drone? Is there any way to set it up so that buying a weapon system includes a packaged weapon, for ships that are modded to start without a weapons system? On a related note, can you change the list of drones that can come "free" with a drone system at all?
