I want to make sell refunds much lower compared to prices. Where in the game assets would I do this?

I don't think you can do that. I'm pretty sure they are stuck at 50%.

Depending on what exactly you want to achieve it might be doable by making a copy of the equipment in question, that makes it sell for a different price. Sell prices can't be changed globally though.
