So what exactly is the green bar located next to the shields of a few enemies? A non recharging shield? Does it have a particular weakness? Anything else I'm missing?

It is Zoltan Shield. You just have to reduce the green bar to zero to start damaging the shield, it does not regenerate though.

Pretty much an impenetrable shield, nothing goes trough, not even teleporters, so just bring it down with weapons that don't consume ammo if possible.

It seems to take extra damage from Ion weapons too. Attacking it with missles seems to be a huge waste though (It does damage, but it seems like a poor use of consumable ammo)

Yep, it's easiest to take it down with ion weapons and/or beams, as they will do extra damage to it; though fast firing/multiple shot lasers are also quite effective. Just keep the missiles and/or bombs ready for manual targeting the moment you break it. It only takes five hit points worth of damage, but even if the last hit takes the shield down, the damage from that hit is fully negated by the shield.

Three words: Anti. Ship. Drone. They are terribly handy to bring down a Zoltan shield while you wait for your weapons to charge. Failing that, beams and ion are recommended.

Actually, rule of thumb with this ships is to throw every single thing that doesn't use ammo at it, and THEN, unleash all that righteous missiley fury on them.

A simple experiment:
Shoot at it once and then stop shooting. Did you hit it? Do you see any numbers at the point of impact? Does it recharge?
Now shoot at it with something else. Rinse and repeat questions.

That shield can be a pain, but its awesome when u get the zoltan ship. Having it on your ship makes the start of battles much easier.
