Low Framerate - Fixable?

So I just purchased this game and at the same time my video card died (yay!)
Well I grabbed and older video card out of another computer and threw it in my gaming rig.
It is an ATI x1600. It's crap but I can't really afford to replace my card just yet.
Anyways the problem I'm having is that the game has a really low frame rate and the mouse cursor moves really slow and jumpy.
I think the problem is that I am using Windows 7 and that ATI no longer supports Windows 7 with this cards driver. Maybe...I dunno.
Anyways I have tried using the default wddm driver that Windows installed and I have tried using the two legacy drivers that ATI supplies. Neither worked. I have tried Vsync both within the game and in the driver.
The game is unplayable with this hardware.
I know there was a fix for the x1600 on Macs but does anyone have any idea on what I can do in Windows 7?
If not I will just have to wait until I replace my video card.
