Custom Sprite Generator?

I remember when I was modding for Rome:TW they had a sprite generator. You needed a obj model binded to a skeleton and the texture files and it would convert that into animated sprites. (Yes, R:TW used 2d sprites to replace the 3D models when you zoomed out far enough) Was wondering if the developers used this same method for FTL sprites...
