I remember reporting the bug a while ago. I dug up the topic: http://www.ftlgame.com/forum/viewtopic.php?f=9&t=11821
It was indeed fixed in 1.03.3 (or was it?) and the colors match the skill level of the crewmember manning the station.
Blue: inexperienced
Green: Skilled *
Gold: Master **
There's no evidence they're called skilled or mastery, i just called them that.

Why not? 1 star crew, the console glows green, as is intended...
It'd glow yellow if the manning crew was 2 star.

Two stars does indeed turn it yellow in 1.03.3.
