Artillery Cooldown Hardcoded?

I just remember experimenting with this time ago for my mod, and in the end i decided not to change the artillery ui images, dont know why, maybe because of the same reason u explained 5th xD. Too many headaches for just change 4 dumb graphics.. lol.

Is it possible to change stealh duration and cooldown the same way as this?
Edit : This thread is probary pretty dead, forgot to take that in concideration.
