It's an image that says "FTL" in white letters with the rest of the image being transparent (hence it might be hard to see against white background on Windows systems, for example)...
I guess it's used somewhere to display the game's logo, or was left behind in the resource archives when main_base2.png was made

It defines how the title glow looks that the screen periodically fades in. If you look closely you can see the FTL in the title screen pulse slightly, that is done with fading this image in and out.
