The system type you are in impacts what the stores stock.
Engi Systems: Drones and Subsystems are very common
Rock Systems: Missiles are very common
Mantis: I don't know. haven't been paying enough attention
Slug: I don't know. haven't been paying enough attention
Zoltan: I don't know. haven't been paying enough attention
Secret: I don't know. haven't been paying enough attention
Rebel: I don't know. haven't been paying enough attention
Pirate: I don't know. haven't been paying enough attention
Civilian: I don't know. haven't been paying enough attention

I have a suggestion to fix most of the "too random" issue.

In the last sector when you arrive besides getting 10 fuel there should be a shop with everything, so you can try to fill in those random holes. Didn't get any new crew members on the trip, get some now, maybe at raised price?

And I agree, this game is too random for it to be fun consistently.
I played a lot of desktopdungeons alpha and that also was very random, but the rounds were short and you could see quite early that you have no chance in winning. so you could restart.
But in FTL you have no idea how it'll turn out untill you've played it till the last sector, which is way too long time just to say "oh, I didn't get any of (whatever)."

During the journey from sector 1-7 the randomness doesn't matter. it's fun. but in the boss fight it doesn't matter how much fun you had when you got there because all that is gonna be nullified and then some negativeness if you didn't have super luck and managed to get everything ready for the fight.
