Inflated Hazard Count

Affected Versions: 1.5.13, 1.5.4

I started a new game and jumped to one other beacon; it was a fight at a red giant.

While saving repeatedly, for moment-by-moment analysis, I noticed the "env_danger" counter went from 1 in my first save, to 3 in the second save, 5, 7, 9, etc.

I think it may be incrementing during both save and resume?

My notes from pre-AE say it used to increment on arrival at a hazardous beacon.
