No, this isn't true. In regular sectors if you visit nebula nodes, those slow down the fleet's advancement, as can be seen on your subsequent jump when the advancement line is much closer to the danger zone. Nebula sectors on the other hand are nearly all nebula nodes, and you never see the advancement line reduce its range/distance from the danger zone (it's the same as in a normal sector/node), which is what the "tool tip" is referencing in saying the rebels were prepared for nebula and won't be slowed in this sector.


Nope, pay more attention and it will say they were prepared so they won't be slowed down so much. They are still slower then normal, but not as slow as a nebula in a non nebula sector, so nebulas can be good ways of getting more loot as you'll have plenty of time for more encounters, but unless you have sector scans ion storms will be a big pain (seeing as they like to unpower your life support).

Assuming we label the normal fleet advancement with a factor of 4.
If you enter a nebula node in a normal sector, it will be halved to 2.
If you enter a nebula node in a nebula sector, it will be reduced to ~3.
If you hop between a normal and a nebula sector, you WILL notice it still DOES have an effect, though (as the tooltip literally reads), less.


Overall I don't think nebula's are worth the 2-4 nodes you get additionally. The order green-purple-red seems the best choice to me.
