I'm sure this post will be uselessly redundant, as the devs must have already implemented this or something else that achieves the same purpose. Nevertheless, I want to post it:
A rich sector should be more dangerous. More orderly sectors would have a large number of strong government vessels and a small number of strong outlaw vessels with a specialty in either stealth, speed, defense, or offense, allowing them to either hide from the government forces, outrun them, disable them, or render themselves impervious to attack. They would also move in on big loot, so the bigger the loot, the higher the chances of encountering one, and the more successul the outlaw ship is, the more powerful it is, and the weaker it is, the smaller the chace it will even bother with the big hauls.
Less orderly sectors would have weaker and fewer government forces and large numbers of weaker outlaw ships. Less goverment means the barrier to entry is lower, but there would still be some ships that are successfull enough to afford some serious hardware.
There could be other configurations, such as a chaotic sector swarming with more outlaws than the government can handle, but where the goverment ships are very strong, so they can at least protect themselves even if they can't impose order.
There could more than one goverment in a sector, each with its own territory. Outlaws might also have territory, or even control the entire sector, making them in effect the goverment. It's not pretty for the civilians.
The same situations would exist in poorer sectors, only everyone would be weaker.

According to the story, a government sector would be good, because the Kestrel is running from rebels.
