The download link is in the first post of the topic. That said, FTLEdit hasn't been updated in a while. Superluminal is the more recent and more developed editor: viewtopic.php?f=12&t=11251

This editor was last updated January 2013.
Its author hasn't been on the forum since May 2013.

FTL:Advanced Edition introduced a number of changes that broke existing ship editors, including how floor images are positioned. kartoFlane is busy updating Superluminal, but this particular project has been idle for a long while.

when i try to create a ship.
"unhandled exception has occured in a component in your application. if you click continue this error and attempt to continue"

Attempt to mod a ship from game folder:
\data\blueprints.xtml was not found.

when i attempt to mod a ship from custom folder.
ends up same as when attempt to create a ship

instruct where and how to extract the files to, because im clueless to how as you say "It should extract it all and configure the paths", it didnt for me and it wont work.
