A tip for the forum, most people do not like doing the work for others so to say. It doesn't hurt to practice, not more then a few months ago I didn't ever used a digital art program, now I can successfully slice and create images. (Sadly I still have issues making some work, I'm bad at coding)

This is literally the third thread you have made asking for someone to create a program/do something for you. A drawing program would be incredibly time consuming and tiring to create, and Paint is available.
Though I applaud your exuberance around FTL in general, the programs and mod you have requested are all so incredibly time consuming that you could actually learn how to mod FTL, create pixel art, and build an FTL ship before anybody was halfway done with one of them.
I have come to this conclusion: Try doing these things for yourself. There is a page for modding on the wiki: http://ftlwiki.com/wiki/Mods. If you really need help with modding, try asking on a help thread or the IRC, but ONLY after you have failed to do so yourself.
And as R4V3-0N said, most people on this forum do not enjoy getting ordered around to do things/code programs, especially when there is no point nor reason to do so.

Seriously?
You can't be picky when you're requesting this kind of stuff. Paint is actually a viable editor for this sort of work.

Paint had issues for me, no transparent background (or anything).
I suggest GIMP, it's free and most people here use it.
