Enemy ships charge FTL when zero fuel

Whenever you're on zero fuel, the enemy ship starts charging their FTL instantly, even though they wouldn't do so otherwise. Is this a bug?

This is intended behavior, it's so you don't get stuck in a stalemate where you cannot beat the enemy and he cannot beat you.
