Screen flicker in Full screen Stretch mode

Screen flicker in Full screen Stretch mode

For some reason when I set the game to Full Screen Stretch, I get this periodic (every 3-5 minutes) long flicker (1 good second), it wasn't to annoying at first, but the more you play the more noticeable and annoying it gets. Setting the game to Full Screen Box or Windowed mode has no issues.

I have my PC hooked up to a Vizio LED TV, not sure if that has any connection with my problem.
