Are frozen laser mechs on map friendly?

Quick newb question. I'm on the ice island and there are two frozen laser mechs. projects in thane I can't tell who's side they're on. A Vek was attacking one so I real estate developers in mumbai thought it was trying to release it. On the other hand, real estate development consulting firms I thought mechs were on our side.
