Vulcan is the best solo weapon in the game, because, like the combat drone mk II, it can suppress any level of shields and do damage to the ship inside. However, in vanilla, you're not restricted to one weapon slot on any ship (challenge runs excluded), so generally it's better to get good synergies between multiple weapons (ions are good at killing shields and beams do a ton of DPS, for example, so mixing some ions and beams together in a kit will likely kill faster than a solo vulcan).

In short, yes, but two weapons that pair well will do better than one powerful weapon all on its own.

Continuous stream of fire excellent for suppressing multiple enemies at once.
Excellent cumulative damage rate, sporting a damage per minute rate to rival Twins'.
A gyroscopic rotation feature that allows Vulcan to stay facing the direction it was firing, regardless of the hull's movement. This makes it very difficult to ruin this weapon's
aim.
Respectable auto-aim angles that allow you to strike a multitude of different altitudes from one location.
Enough steady impact force to ruin the aim of players using Wasp, Hornet, and even Viking.
It is the best weapon in the best gaming PC.
