Move OR Shoot, but not both

New to modding - I'm trying to change the vanilla artillery support to move faster, but to not be able to shoot if it's already moved. I think it's more thematically appropriate.

I've been trying to get it to work by decreasing move to 0 and adding a second "reposition" weapon (based on the leap mech's jump) that's the only way to move. But I can't figure out how to make the "reposition" respect pathing, and it also ignores webbing + is blocked by smoke. Plus it looks really weird.

Am I going about this the wrong way? Is there a simple way to disable a weapon after movement?
