Unresponsive mouse clicks on menus and in-game

I'm not able to click on anything with just 1 mouse click, I have to tap it multiple times until it works, and it makes the game unplayable for me
Edit: With a little testing I discovered it's related to whether or not the cursor is moving at the time of the click. A stationary cursor never works, but a cursor that is moving always works. Still sucks and is unplayable.
