Equipment on wrong class costs normal energy

I might be misunderstanding because I'm new to the game, but based on the tooltips this looks like a bug:

Note that only 1 energy has been consumed to power the A.C.I.D. Projector despite it displaying a "+" for being cross-class.

This is because the A.C.I.D. Projector doesn't require any power; therefore it only costs 1 power.

Makes sense, thanks! Got confused because this is the first weapon I've found that had an associated class.
