[Bug] Psion Tyrant interaction with Mech Armor

While attempting the "Unbreakable" achievement for the Steel Judoka, I was curious if the Psion Tyrant's attack would be blocked by the armor on the Judo Mech. According to the Tool tip, it appears that it does.
However, on the playing field, the armor does not block the attack.
So... Which is the expected behavior? Is the Psion Tyrant's attack supposed to ignore armor? Or is the armor supposed to block the attack?
